It's smart and it's pretty pathetic that 10 years after this law was signed in we still haven't figured this out even though once to twice a month eWeek is making some argument against DMCA in the the enterprise and DRM is slowly disappearing from the consumer landscape. Adobe/Macromedia is one of the worst companies for this. Flash MX 200x was terrible for the most restrictive activation schemas ever!
